how would i go about getting a pardon for a person that has been deported and charged federally?

If this person is currently being charged for having returned to the U.S. after an order of deportation and without prior authorization, the best collateral attack is to review the underlying order of deportation to ensure it was entered with legal sufficiency. Pardons are extremely hard to obtain and with today's political climate, even more unlikely.
