sexual harrassment of teachers by students

If a municipal school refuses to discipline students for offensive language and allows offensive(profane and sexually suggestive)behavior and language to continue, are they violating federal and state law?

It is a longshot. The main factor would be the disposition of a court to find the school liable for the student's behavior. As the student's are very much protected by other statutes, I think the school would lack effective ways to limit the conduct. Hence responsibility without effective means of mitigation would be unfair. Sue the students and their parents.
