Legal Question in Disability Law in New York

Can my father be demoted and his pay reduced because he has cancer?

My father has been at the same comp. for over 30 yrs, even establishing another comp. in another state for them.He is a factory worker,whom has worked his way up to the top with 5th grade education,all he knows is those machines.Over the past two years he has battled prostate cancer,a craniotomy,and currently has a thoracic aortic aneurysm. He had his prostate removed,several masses in his brain removed,and has been undergoing radiation therapy for the cancer which is still present,yet he continued to fight with his drs to return to work as soon as possible,two wks following his brain surgery,and continues to work while recieving his treatments.Today he was told he wold be reduced to an operator,(from supervisor) and lose$4/hr because as they stated ''he lost something upstairs,and isn't the same''. Since being diagnosed with the multiple conditions they have made his job much harder,and have not supported his efforts to maintain his position.Can they demote him based on what they feel ''he lost'', and reduce his pay due to his disabilities.They have mentioned several times that he shouldn't be working and he should apply for disability,since he refused they are trying to push him out the door.This job is his life,can they do this??
