Can a seller change his mind about selling if he has not signed a contract with the buyer, even if the buyer has already signed it?

It depends. (How's that for a lawyer-like answer?)

Under most circumstances, the answer is, yes, the seller can change his or her mind. However, there are circumstances under which that is not the case.

A consultation with an attorney in your area who handles contract cases, who can analyze your situation, will be less expensive than getting the answer wrong.
