Legal Question in Civil Rights Law in New York

my husband was stopped by 2 ny police officers, they asked him for ID, ran his name and said he had 2 warrants for his arrest which were vacated in 2007, he spent approximately a week in jail because of this. july 23 the day after he was arrested the judge dismissed the case again, then he went to court again on july 29 and the judge expunged them all together and told my husband he should look into suing the city of ny and/or the nypd because they had no reasonable cause to stop him, he was not committing a crime, what can we do?
