Does the following statement -- part of an employer rule regarding social networking -- violate an employee's freedom of speech?

"The 's Code of Conduct, among other policies, also applies to personal social media pages/blogs, even when an employee is not on working time."

Whether it does or not, it is not uncommon for many employers to concern themselves with things that happen outside the workplace, particularly with executive positions.
