Online Contest (world wide)

1. Is it legal for me to run an online contest that requires the advertisers/contestant to put a picture(for example:my picture) in their website?

2. I'm still not sure about the ''lottery'' law.I'm planning to do an online contest that requires entry fees.The contestant need to answer a few simple questions(based on skills & knowledge), but the winner will be decided by lucky draw (based on chance). Does this violates any law?(considering there's entry fees and based on chance factor)

3. I'm from Malaysia, do i need to register with any organization if i want to do an online contest? And is it possible for me to protect my online contest idea/method from copycat?

(real life example : Tons of copycats use Alex Tew idea(milliondollarhomepage)

Is there any way to protect my online contest?
