Why are there such statutes for commission of crimes?

Because it would be unfair if the prosecution could bring these charges anytime and the defendant didn't have a way to defend himself. He won't know about the lingering case. Witnesses die or change their addresses and it is impossible for the client to recreate the day. This is especially so when there is no special thing that happened on the day in question.
