Legal Question in DUI Law in New York

wrong deal

i took a deal from the da and the judge for my dwi case. where i would now be able to drive for up to a year. that is what i agreed for nothing more nothing less and then the dmv told me i lost my lc. for the rest of my life since the law changed in 2006. 3 times and ur done. not the da, judge or my attorney knew about it... would that be a case for dissmisal
