Legal Question in Family Law in New York

My 5 year olds father has not been in the picture since he was a year old, has been in and out of jail and doesn't call even though he has a recent number, and he was violent during the relationship. Can I find way to eliminate his parental rights or can he do it on his own? I live in the NY.
