Can we get a divorce in a Russian Consulate if we have B2 Visas and have been in the US for 2 months? If we can't do it in NYC - where?

You can not get a divorce in a consulate, only in a court.

If you only have been in NY for 2 months, the courts here do not have jurisdiction to grant the divorce. You must go back to Russia for the divorce or wait a sufficient amount of time for NY to have jurisdiction.
