parental rights of persons with physical disabilities

I would like some information on the parental rights of the physically disabled.

If your question is asked in the context of "child protective issues", it should be reasonable to suppose that a disabled parent's rights are only subject to "interference" in relation to the issue of whether and to what extent the parent's disability is such as to imperil (place "at risk") the safety or well-being of the child.
