Legal Question in Civil Litigation in New York

Agricultural Noise

I live in a rural area with no noise ordinance. A man who lives 30 miles distant owns a woodlot directly across the road from my residence. For the past eight years, he routinely uses a chainsaw to cut firewood within 100 feet of my residence for approximately 15 hours per week. I believe I have a right to peaceful, quiet enjoyment of my property. A couple local lawyers tell me it's a rural area with no noise ordiance and this person has a right to cut firewood. I'd like to know if there is any way to stop this private nuisance? I called the State Police a couple of years ago and was told it's a civil matter.
