Legal Question in Immigration Law in New York

spouse refuse to go through with paperwork at the last minute
My cousin came to america on a visitors visa 20 yrs ago. He has two children with his wife of 7 yrs. She is an american citizan. they are going through a separation just as his final interview to sign for the green card came through. she is refusing to go and wants a divorce... can she do that at the last minute.?? her appilcation is a legal document he is afraid now because she wont let him see the kids and threaten to call immigration on him. can he still get his green card
