Legal Question in Intellectual Property in New York

hi my name is Steve. I have a neighbor that well likes to call police town board and anything else he can and he has more junk in his yard thn i did. well my grandson walked onto his lawn to retrieve his ball.. the nighbor then the next day put a barbed wire fence up it is approx 1 foot hi. its aspite fence for sure. ive contacted the code enforcement the town and agricultural markets and have gotten no answers but he can call some one and there her always frivolous and nothing becomes out of it.. Now my grand son has been hurt buy this fence and so have animals. snowmobilers travel here and would hever see that fence under the snow we get. WHO do i contact ive been tring for 1 1/2 years. someone has to control on how that fence cannot be there as illegal sheriff even said thats illegal.. i have trouble mowing around it for im sick with leukemia and cannot push the mower under it.. i really need some help if you could.. im in ny state north country. thank you.
