Child Labor in regards to school discipline

Is it legal to force a group of children, age 16, to clean a cafeteria as a form of punishment? The length of time spent cleaning was 10-15 mins. It including wiping tables, and sweeping the floor. What law would it fall under if it were illegal?

If it was in school, it is legal. It would only be illegal if done by force.
