witholding final paycheck

I resigned from my job at a insurance company and they are witholding my last paycheck. I was in the process of taking an insurance brokerage licensing course that the company was paying for, When I resigned from my job they told me I had to pay the $800.00 fee for the course. The paperwork to sign up for the course was forged, I never signed it. Now the compnay is witholding my final pay check. Is this legal?

Our firm handles employment related matters all of the time. According to the relevant laws of New York State, you should have been paid on or before the next pay period following your departure. You should make a final demand for payment, giving them five business days to make good on their obligations, and then file suit.
