Legal Question in Employment Law in New York

I was out of work in 2009-2010 did work 1 day did nt tell the dept of labor and they cut me off. My 1099 for 2010 shows 334 was collected. they stopped my unemployement claiming i owed them money. Ok been working almost a year , all is great now I got a letter saying I owe 1500??? i have 10 days to respond. its difficult due to I work 9-5 and only get 30minf or lunch if I take it( My office is so busy and i am so thankful to have a job i could care less about a break ) i am just getting by , my pay isnt great but i love my job, my boss and its near my apartment. i became homeless when they stopped my unemployment.their hours are from 9-4pm , i plan on sending a certified letter and i do have this friday off (got the letter last friday) so i will call. i cant pay 1500 i live check to check, is this legal
