Falling Ice damage to car

I live in upstate NY and recently a large sheet of ice fell from the roof of my apartment and dented my fender and broke a light on my 1994 Camry. I am wondering what the landlords liability in this situation would be and also whether or not she has the right to force me to fix my car and have her pay the mechanic directly rather than allowing me to use the money at my discretion towards a new car which I was saving for anyways.

I'm not sure your landlord owes you anything, that he is willing to pay to have your car fixed is generous.
