Legal Question in Landlord & Tenant Law in New York

keys to the leasing apt.
Hello
i wanted to know if there are any rules regarding the period of time keys should be given after lease is sign?
The lease doesnt start until march 1, we signed it on the 24th of february.
After receiving the lease it was informed to us that we had 24 hours to fill out the paperwork and hand it in. We did that during the 24 hr. period, but when it came time to get the keys, we've been having problems reaching the landlord.
they told us it would not be any problem, we can see the place before we move in but now its different story. Is there anything we can do except wait until the 1st of march. Is it legal what they are doing?

the landlord has the right not to give possession(keys) until the commencement of the lease
