Misuse of power

I applied from NYS Dept Of Health a license to run a licensed Home Care Agency back in 1997. In 2004 I started working for for an adult home that was involved with legal battle with Dept. Of Health. As one of the key staff at the agency, I was asked to testify on behalf of the company I worked for. As a result of my testimony, my boss won the case against dept. of health. After the case, one month later I received a letter from dept. of health informing me that specific individual will be handling the licensing of my Home Care Agency, these indivuals were the ones that brouht charges against my boss. At last I was denied license because of my relationship with my former boss and my testimony in court. These individual openly swore that I will never get my license as long as they work for the dept. I have evidence and witness. My question is what legal grounds do I have? Who should I complain to.

You should contact a civil rights lawyer. I would love to speak to you about your case. You have a potential violation of the civil rights act, a writ of Mandamus (aka an article 78 motion) and other potential claims.
