sidewalk maintenance

is there a New York state statute, ordinance or rule stating that it is the duty of an abuttign landowner to maintain the sidewalk?

A section of the City Administrative Code, however there are statutes that specifically state it is not the duty of a municipality to repair a defect in a public "way"

unless they are given written notice of the condition. This is thew gist of the "pothole" law.
