my brother has been in the hospital since feb 2 and has not paid his rent, can I represent him in court or can only my son who has power of attorney?

Neither of you can. Unless you are an attorney admitted to practice before the court you may not represent another party, even if you have a power of attorney.

While your son may speak in court (have him bring the POA), he should have an attorney.
