If a home is in the beginning stages

Of foreclosure and the person still

Lives in the home Can I make an offer on the home to buy, to the bank that Is currently holding the Mortgage.

The bank should tell you to pound salt. Until the foreclosure is done, you deal with the owner. The bank might authorize a short sale but that's between the owner and the bank.
