Legal Question in Real Estate Law in New York

My parents purchased property in Buskill PA in the 70's the property is unbuildable status. They passed. I got a call from a consultating firm hired by the PA Transportation Dept who are widening the roads and want to use my property. They are sending 2 proposals for a partial and full purchase. She stated if I do not agree to her proposal the state will condem the property. Do I have any rights.

Even if your property is condemned for a public need you are entitled to receive the fair market value of the property.
