what rights do I have being a landowner, and not having power of attorney or being the executor of the will?

I agree with John - your facts are unclear as to what you are asking. Like John, if you are merely an owner of land, on which someone has built a building (so you own a land lease) you cannot do anything with the building, but you can sell the land subject to the lease. You do not need a Will or a POA to sell or transfer your land. As I said, more facts are required to better understand your question and reply further.
