Legal Question in Real Estate Law in New York

Shareholders of a large Coop in Queens, NY are seeking to dissolve the board for lack of accountability, transparency, mistrust and other corrupt dealings. We have over the required votes as per bylaws and have asked Secretary of Board to call special meeting for dissolution and re-election; however there seems to be stonewalling on part of Board and Management Co. Query: Can the Board/Management deny the special meeting or delay indefinitely? Can you recommend an inexpensive attorney who can pursue the case on our behalf

Thank you for your advice.
