sexually harassed by a neighbor

My friend--name removed--has been repeatedly s. harassed by a neighbor since she moved in. He has made comments about wanting to ''do her''. Said ''I--name removed--REALLY like to get to KNOW you better''!! Brushed up against her, touched her. She has continiously asked him to stop at first she simply told him ''no, thank u I already have a boyfriend & we are happy''! She figured that was the END of it. Well, this guy is persistant. One example was when my friend lost her bldg. key card which costs $20. He tossed a $20 bill at her. When she didn't accept his ''gift'' he called her a f-ing b. This ALL happened on 6/17/09.--name removed--called the police to file a sexual harassment charges against ''John'', when the officer arrived s. harassment is ONLY a crime in the workplace! And that he would NOT fill out a police report for her. I think the officer decredited the whole incident b/c the assailent is like 80 yrs old. Any advice on how to get this creep to STOP bothering my friend? He has also made advances torwards me in the past, now I just avoid him like the plague. What are my friend's LEGAL options?

You should file a harassment complaint with your local police department.

You can also request a temporary order of protection once the police report is filed.
