Legal Question in Traffic Law in New York

speeding ticket

My husband received a speeding ticket, and we went to court to fight it as we weren't speeding. The officer didn't show up and the only choice we had was to pay the ticket at the set price and receive 4 pts or pay a higher fine and receive less to no points, depending on what we paid. We never got to go before the judge. Is that legal? This was in New Jersey. Do we have any legal rights as we pled not guilty by coming to court. The officer never showed us radar. I thought that if he wasn't there for court, our ticket would be dropped?

When you appeared in Court did you ask the Judge for a dismissal since the officer was not present?
