Speeding TIcket Under Section 1180B

I was coming back home from snowboarding with a relative on the Taconic State Parway going south, I saw the trooper but drove along with the traffic. I drove on about for 2 miles or more and he came out of no where and tailgated me. He then pulled me over, stating he clocked me going 80 in a 55. Prior to the trooper pulling me over I was in the right lane going about 65. I don't understand his reasoning. How can I try and reduce or dismiss this ticket and not get any points on my license.

Your best chance for a reduction or dismissal would be to retain an experienced lawyer to defend your rights and represent your interests in court. In these situations the DA for the county is always more likely to work out a better deal with a retained attorney than with the individual. If the speed limit is as you say 55 mph and you admit to traveling at 65 mph you have violated the law. i do not know from your statement where this took place and what court has jurisdiction.I usually attempt to "plea bargain " these cases. I am usually successful in getting a reduction but not a complete exclusion of points.To get no points you would have to get an acquital after trial and since you admit speeding that doesn't seem possible.
