Can any family member ask to see a will? Or is the administrator the only one who gets a copy.

A Will, once probated, except in very rare and unusual circumstances, becomes a public document available for the world to see. It can be seen for free at the Surrogate's Office or a copy can be mailed, for a small fee. People mentioned in it are usually provided a copy by the Executor. You used the word "administrator" which is the term used for the person appointed by the Surrogate to handle an "intestate" estate. An "intestate" estate is one where there was no Will and the Intestacy Statute determines who is entitled to share in the estate. You also state you are a "family member" but do not describe how you are/were related to the decedent? This may explain why you did not receive a copy of the Will, if there was one. However, as I said above, you can get a copy or see it.
