if both parents have died and no will is left does the oldest child have the right to make decisions over personal belongings?

You must file for an administration for the estate of each parent and become an administrator of their estate. Only then you may make decisions. Hire a lawyer

I agree, and all children have an equal right to be appointed - it does not go by age.
