right to sue under HHS age and gender

I submitted a discriminatin complaint regarding age and gender in a nursing program. After concluding the investigation HHS will not provide a right to sue letter. They have provided a notice of rights but not ''the right to sue''. HHS was referred by DOL and Education as the coorect agency to investigate age and gender for Educational Institutions receiving federal funds. I was enrolled as TAA (displaced worker) in school for nursing. Any suggestions regarding right to sue or excutive laws for age, gender in apprenticship programs sponsored by DOL or Education Contracts.pjb

Your right to sue letter would normally be issued by the NYS Division of Human Rights.
