Legal Question in Civil Litigation in North Carolina

I incurred telephone expenses by accepting collect calls from a friend who was incarcerated. He agreed to repay the expenses both verbally, via letter and via text. Now he's changed his mind and said that in order for me to get my money, I will have to take him to court. Can I take him to small claims? The charges are almost $500.

Sure you can file an action in small claims. Before you do you should probaly determine if your friend has any assets. Generally, people in jail have no money or assets. If this is the case, you will most likely waste your time and money going to small claims court. Even if you get a judgment in your favor, collecting on it may be a problem.
