Landlord fails to properly fix air conditioner

Our air conditioner is over 24 years old, and it is struggling to cool our apartment compared to last year. It has caused water damage from leaks, and our landlord chooses to 'fix' the problem himself. The end result is an air conditioner that runs almost nonstop, a humid apartment that never gets cooler than 80 degrees no matter how low the setting, and a hefty power bill. Shouldn't he by law address this problem?

I should look at lease but assuming standard repair covenants :YES he should repair or replace to standard cooling ability. How big is apt ?
