Can a sheriff padlock an apartment with out notice?

No, but if the Sheriff did it, it was most likely due to an order from the Court. You should go to your county clerk of court and see if there is an eviction file in your name. If there is not one, you need to speak to the Sheriff and ask why you were locked out.
