no fault auto accident

If both parties are negligent in an auto accident and no one received a ticket, can one injured party file a claim against the other parties insurance company?

If both parties were negligent, then it's not a "no fault" accident. The tickets are mostly irrelevant. If both drivers were negligent, then neither can recover from the other (nor the other's insurance company).
