Could be a warrant for the arrest of the alleged owner of these materials/devices. (Since there

would likely be felonies involved, if the alleged owner were to have fled the state where the alleged crimes were committed, he would likely be subject to being extradited from

whatever state he had fled to and his ID would surely be inputted into the FBI's NCIC.)
