Legal Question in Civil Litigation in North Dakota

Property damage from a neighbor's property

The siding on my house was damaged due to siding that was removed from the neighbor's house and not picked up for three months. When the wind blew, the loose siding was picked up and thrown up against my house causing my damage. The neighbors rent their home and they have phoned the landlord to have this mess picked up but never received any replys. I phoned the owners and told them of the damage and they finally removed old siding. The owner told me that I have to settle with the contractor that did the siding. If this comes down to a legal battle, would I sue the owner or the contractor that sided the house? Would I have a good case?
