Statute of Limitations Expired?

My husband signed a contract for a car loan on June 28th, 1999. The car was returned (they say repo'ed) and sold at auction in December of 2000. Last activity on the account was September of 2000. The collection agency reported the debt on his credit report in June of 2007, about 7 years after the repo and about 8 years after the contract was signed. Has the statute of limitations expired? If not, when will it?

The statute of limitations on a written contract is 15 years. It is not an open account.
