Legal Question in Discrimination Law in Ohio

Assault

There are two people yelling at each other, one person is 16 and the other person is 18. If the 16 year old hit the 18 year old because he was provoking the fight would he get in trouble? What would be the consequences of this? Also, i've heard that if the 16 year old hits the 18 year old than he has three hits until the 18 year old can legally hit him back? Is there any truth to this? Also, what would be the consequences of the 18 year old if he provoked the fight and they following through with it?

Whenever anyone swings at another person he is committing an assault. The only defense is that the person was swinging in self-defense and couldn't leave but had to fight to protect his or her self.

There is no three swing rule...
