Legal Question in Family Law in Ohio

Can I have a divorce agreement anulled because the spouse filed in a county neither one of us lived.It syayes in ohio law that at least one of the parties must be a resident for 90 days.

In Ohio you cannot annul a divorce decree. You can make a motion to set it aside because of improper venue but the court would likely overrule that motion finding that you should have contested venue at the time the case was going on.
