If a hourly has their position eliminated, and takes a less senior position (for less pay) in the company, can they then be required to do their old job at the lesser pay rate?

If you are an at-will employee (no union or contract) your employer can do anything that is not illegal. Reducing your pay and making you work harder is not illegal unless it is discriminatory because you are in a protected class. You, in turn, are free to negotiate a raise or to get another job. Unfortunately, that's the law in Ohio.
