Can a teacher be covered under the whistleblower protection act, if fired soon after reporting the school district to the state of ohio for inappropriate practice?

I believe the ohio whistleblower statute would apply to teachers, although the criteria to qualify for protection is very strict. Generally, the report should involve illegal activity. Also, the report should have been verbal and written.
