Legal Question in Medical Malpractice in Ohio

overprescribing of opiate painkillers,tranquilizers

My husband sees a dr regularly(for the past 2-3 years)who prescribes enormous amounts of opiate painkillers,muscle relaxers and tranquilizers to him every month.These drugs have had a very negative and harmful effect on my husband but he will not stop seeing this dr who has him convinced that he MUST have these drugs in order to live.It seems to me that what it amounts to is the dr is running a ''drug mill''...he gets his patients addicted so they cannot think clearly...cannot go without the drugs due to the painful withdrawal symtoms...and keeps them coming back so he can rake in the $$$$!This dr accepts NO insurance...all visits and all medications must be paid for in CASH at his office.The use of all these drugs have had a very negative impact on my husband's mind...he no longer can think clearly and has no motivation.It has affected his ability to work and maintain a regular income...this plus the costs of office visits and medications has ruined us financially.It has caused me tremendous emotional suffering and I cannot convince my husband that this dr is ruining his health and destroying our lives.I know it cannot be ethical but is it legal for a dr to take advantage of patients in this manner?Is there any legal recourse?

He really needs to see another Doctor who can give him a second opinion, and who may also give him the testimony he needs for a case.
