Legal Question in Wills and Trusts in Ohio

Within the past few months my father was diagnosed with mental illness and had been in and out of hospitals and treatment centers. Very recently he took his own life. My sisters and I are currently dealing with the process of probate and it has been explained to us that there will be hardly anything if anything left after the 6-9 month process. My question is: Are the any exceptions in this scenario were the state and or government ect. doesn't take all his belongings? I know law sometimes doesn't feel fair but in this situation I truly wonder if there isn't anything might help us, a clause, and exception, anything? note: this all took place in Ohio... Any help would be great, maybe even information about another place to look. I just don't think this is right, things weren't put in place very simply because he wasn't in the right state of mind.
