City liability

city workers worked on the street downtown, and left. the created a slippery muddy mess right where customers parked. i pull up and parked when i was leaving i steped off the curve on the slippery mess and my feet sliped out from under me and i broke my arm in two places i was in the hospital 4 days had surgery, 10"plate and screws in my arm may have nerve damage.city workers did,ntpost any warning signs, barriers or anythingwarning people. knowing people were going to pull in there and park and had to step in the slippery mud to get to and from their vehicles. is the city liable my medical bills and were they neglegent in not putting up warning signs barriers
