Youth Pastor Leaves kids at foreign airport

My 2 kids, ages 14 and 15, went on a church youth trip to Trinidad. They were flying standby. Before they left we talked to the youth pastor about the possibility of them being bumped from the flight on the way home from Trinidad. He assured us that they would not be left alone at the airport if they got bumpled. Someone from either the church they visited there, or someone from our church would always be with them. When it came time to leave, they got bumped off the flight the rest of the youth group was on. I got a phone call from the Youth Pastor telling me he was leaving my 2 kids alone at the Trinidad Airport. He had called someone to come get them, but it would be 2 hours they would have to stay alone in Trinidad Airport. He also assured me he would call me when he got to Miami and check on my kids and let me know what happened to them, but he didn't. This happened on 7/21/03, and I want to know if he did anything legally wrong, or how I can hold him accountable for those actions, or if he IS legally wrong in some way.

Can't think of anything off the top. The kids were not that young, so it is unlikely they were seriously traumatized. Wouldn't trust that man any more though, pastor or not.
