Waiver on Certiorari

Upon filing a Writ Of Certiorari to the US Supreme Court, the government agency filed a waiver of right of respondent. I see this is a common practice, but is there a stratagy behind this action?

Ask Respondent. Perhaps they think the Petition For the Writ is not worthy of response. The US Supreme Court doesn't grant Cert very often. The Supremes want to have a good issue of ERROR that wasn't harmless and of Federal and Constitutional importance that's been clearly raised in the trial court and that hasn't been addressed adequately by the lower courts or by the Supremes previously in other cases.
