How can I become a U.S citizen or permanent resident if I have been illeagal for 20 years now?

One can't become a USA citizen or permanent resident simply by living illegally in USA for a certain number of years. One has to be eligible for a permanent residency (green card) first. If becomes a permanent resident, then after a certain number of years, can apply for citizenship.
